Special Meeting
January 2, 1968
Town of Taos, Councilroom
On the 2nd day of January 1968, pursuant to legal and required notice stating lithe
time and place of said meeting together with items to be discussed and acted upon, at
said meeting, a special meeting of the Town Coucni Z of the Town of Taos was held at the
hour of 7:30 O'Clock P.M., in the Council meeting room. The meeting was called to order
and on roll call the following members of the Governing body were present: Mayor
Fi Zemon Sanchez and Counci Zmembers, Mr. Sam V. Martinez, Mr. Martin Vargas and Mr. John
Nimes.. Also, present was Town Clerk Carolyn R. Parr.
A quorom being present the meeting was called to order.
ELECTION RESOLUTION:
THE MUNICIPAL ELECTION WILL BE HELD IN THE TAOS ARMORY, TAOS, NEW MEXICO, FROM
THE HOUR OF 8: 00 A.M. , TO THE HOUR OF 7: 00 O'CLOCK P.M., -
THE REGISTRATION BOOKS FOR REGISTERING TO VOTE AT THE REGULAR MUNICIPAL ELECTION
SHALL BE CLOSED BY THE COUNTY CLERK, TAOS, COUNTY NEW MEXICO, AT 5:00 P.M., ON FEBUARY
5th, 1968.
THIS NOTICE IS HEREBY GIVEN BY THE GOVERNING BODY OF THE TOWN OF TAOS PURSUANT
TO THE PROVISIONS IN SECTION 04-8-4) NEW MEXICO STATUTES, 1965 ANNOTATED, AND
SECTION 29, CHAPTER 1, ORDINANCES OF THE TOWN OF TAOS.
ADOPTED AND APPROVED THIS 2ND DAY OF JANUARY 1968.
The resolution is to be published January t1th, Z968 and January 18th, Z968.
The Council without a motion ruled that up until the hour of 5:oo o'clock p.m.,
February 5th, 1968, will be the deadline for receiving Declaration of Candidency for
Municipal Offices.
The Council withour a motion also declared that the deadline for a Candidate
to withdraw his name from the ballot will be up until the hour of 5:00 p.m.,
February 8th, 1968.

Mayor--Advices and recommended a request by Mr. Ben Hazard for a parking space
for Mrs. Sue McLeery.
Motion was made by Councilman Martin Vargas to grant Mrs. Sue McLeery a pa)* ", g

Special Meeting
Town of Taos Council Room
January 19th, 1968
On the 19th day of January 1968 pursuant to legal and required notice
stating the time and place of said meeting together with the items to be
discussed and acted upon at said meeting, a Special Meeting of the Town Council
was held at the hour of 7:30 P.M., O'Cloek in the CouneiZroom.
The meeting was called for the purpose of reviewing newly drawn plans for
Airport Terminal Building.
The meeting was called to order at 7:30 P.M., by Mayor PiZemon Sanchez
and on roll call the following members were present: Councilman Sam V. Martinez
and Councilman Martin Vargas. Also, present from Airport Commission were W.
Phil Lovato Chairman, Ws. Lucy Gutierrez, Bob Brooks, John Ramming and W.
AZ Corbin of Molzen and Associates. W. William Meningbach from Taos
Architects.
Mayor Sanchez--CaZZed on Mr. At Corbin Engineer, who presented plans
for terrr,naZ building as redrawn by Taos Architects. The Economic Development
Administration had earlier plans rejected because they exceeded the $49,000
overall project. E.D.A. participation is $39.0000 for Airport facilities,
State $10,000.00. ,
Mayor--CaZZed on W. William Meningbach who explained present plans .
Estimate cost at about $130940.00 for the small terminal building.
Councilman Sam V. Martinez --Moved to accept plans ae presented by the
Architects.
Motion was duly 2nd by Councilman Mr. Martin Vargas
Notion Carried
W. At Corbin--Adviced Mayor and Council as to progress of Well at Airport
and recommended to Council that WeZZ digger should be allowed additional 25 days
due to severe weather conditions.
1yor--Recommended twenty five days extension.
Councilman Martin Vargas --Made motion to ,grant addition twenty five days
as required by W. At Corbin in regard to WeZZ.

Mr, Bob Brooka--Of Airport Commission informed Mayor and Council that a
grader could be abtained free of charge if Town wouZd be wri Z Zing to pay for
transportation of said machine. Total cost to Town would be around $200.00.
After discussion and consideration Councilman Sam Martinez made motion to pass
an resolution for said purchase of grader for the M micipaZ Airport.
Motion was seconded by Councilman Martin Vargas
Notion Carried
W. Phil Lovato--Informed Council that he was concerned with Zack of
Action being taken by Shrike Enterprizee as managers of MunicipaZ Airport.
Myor--Informed Clerk to write Mr. Wm. f Pber and advice him that as of
this date he was not complying to contract between him and Town of Taos.
There being no further business Councilman Sam Martinez made motion to j
adjourn.

Special Meeting
Town of Taos Councilroom
January 29th, 1968
On the 29th day of January 1968, pursuant to legal and required notice stating
the time and place of said meeting, A Special Meeting of the Town Council was held
at the hour of 7:30 O'Clock P.M., in the CounciZroom. The meeting was called to
order by Mayor FiZemon Sanchez, and on roll call the following members of the
Governing body were present: Counci Zmembers Mr. J.B. Martinez, Mr. Sam V. Martinez,
and Mr. Martin Vargas. Also, present was Town Clerk Carolyn R. Parr, Mr. Larkin
Salazar, Mr. Milligan from Soil Conservation and Mr. Ernest DesGeorges Building I +
Inspector. `
Mayor --Called on Mr. Larkin Salazar.
Mr. SaZazar--Informed Mayor and Council that he had been adviced by State Office
that Dam Site should be :seeded, this was to be done where sage had been taken off.
If city was willing to work out a eoritrao in said agreement Town of Taos responsibility
would be to see to it that site would not be abused; such as being used for Motorcycle
racing, burning of grass on any other type of abuse that would present growth of grass.
Councilman Sam Martinez --Inquired as to irrigation and was informed that irriga-
tion would not be necessary.
Mayor --Asked Council for recommendations.
Councilman Sam Martinez --Made motion to give Soil Conservation authorization to
proceed with present plans and when agreement is presented to Council, Mayor and Council
would review said agreement.

Mr. Larking SaZazar--Informed Council that Taos Pueblo had given Town of Taos an
easement at Dcm► Site. Mr. SaZazar next called on Mr. Milligan of S.C.C.
Mr. Milligan--OutZined operation and maintenance of Dam Site.
Mr. Salazar --Next informed Council of 40 acres of land at $2.50 that could be
obtained by Town of Taos for purposes of Juv. Rec. Gov; participation being around
50%. After discussion and consideration Councilman Sam Martinez made motion to autz-
orize Mr. Salazar to proceed and report back to Council his findings in regard to 40
acres of land.
Duty 2nd by Councilman Mr. Martin Vargas

Mr. Salazar.:'=Adviced Council that a portion of land at Municipal Airport had not
been seeded by S.C.C. and this had to be done to prevent further errotion, it would
entitled $20.00 to. $25.00 in seed.
Councilman Jr,B. Martinez --Said this could be taken under advicement inthe near
future:.
Mr. Ernest DesCeorges--Town Building Inspector came before Council and presented
a plan for a new business establishment to be known as a forty freeze. Mayor and
Council adviced Mr. DesGeorges that he would hope to present plan to planning and
zoning Commission and then conme before TownCounciZ.
There being no further business or discussion Councilman Sam Martinez made
a motion to adjourn.

After Discussion and consideration in regard to refuse pickup and on advice of
refuse collector as to amount of refuse being picked up.
Councilman John Himes--Moved to raise business establishments considered as heavy
loads 50% and other business establishments Z5% as present rates did not morit refuse
collector monthly salary.,,

Clerk --Informed Mayor and Council that she had received a request from Mr. Zass
Associate of Mr. Ferber Airport Manager, in regard to the use of Backhoe to dig a trench
at Municipal Airport.
Mayor andCouneiZ unanimousZy agreed to send Backhoe and operator to Airport when
needed.
There being no further business Councilman Sam V. Martinez moved that the meeting
be adjourned.

Regular Meeting
January 8th, 1968

KKIT was set up by Mr. Ted Gusdorf to broadcast the meeting through the courtesy of
W. Fred Baca owner of Coronado Pharmacy.
Mr. Keith Careen Editor of the Taos News was also present.
The Council of the Town of Taos met n regular session at the hour of 7: 30 P.
M., January 8th, 1968. The following members were present: Mayor Filemon Sanchez
and CounciZmembere John W. Nimes, Scam V. Martinez also, present wereTowsl Clerk
Caro Zyn. R. Parr, Water Department Manager Louis Truji Z Zo, Chief of Police Arthur
Leach and Town Attorney EZiu Romero; AZso, present Mr. Bob Brensten State Building
Inspector.
A quorom being present, the meeting was called to order.
The minutes of the Regular Meeting held December 12th, 1967 were read, as were
minutes of Special Meeting held January 2nd 1968.
Councilman San V. Mlwtinas--Moved that minute: be ryvproved as read.

Mr, Berneten--Advised Os+ and ComwiZ that any buiZdirg constructed within
municius patity must come under building code if building inspector is not approved by
State then State will do inspecting.

Mayor.. -Informed Councilmembers that he had received a letter from Mr. Robert C.
Lansing asking for permission to construct a hanger at hie own expense.,at the Taos
Ni tioipal Airport. Mayor felt this request should be granted. After discussion,
Council approved W. Lansing request unanimously. Clerk was asked to inform Mr. Lansing
of CounciVe decision.
#2 Correspondence
Town CZerk--Read a letter from Garcia-Faque and Assocriates, Architects of Albu-
querque, New Mexico, offering the Town their services on any furture projects and to
advice Council of W. George Cook as being a representative of their firm. Clerk
was asked to file letter in case of further assistance:
Next Clerk read a letter from CounciZmember W. J.B. Martinez --who was vacation-
ing in California. W. Martinez outlined several points of interest that should
be looked into before next budget hearing.
Town Attorney Mb. EZiu Romero -.Presented to Mayor and Council a Lease Agreemen
between Ward La Prance, Town of Taos and First State Bank fpr Mayors signiture.
Council authorized Mayor to sign said agreement.
