& Town of Taos Council
Virtual Meeting
March 16, 2021
4:00 p.m.
(Note:Meeting was conducted in accordance with the Attorney General's guidelines and observed the Governor's executive
orders and the Secretary of Health's public health orders.)
1. CALL TO ORDER
The Honorable Mayor Daniel R. Barrone called the Joint Workshop Session between the
Town of Taos and El Valle de Los Ranchos Water & Sanitation District to order at
4:02 p.m.
2. ROLL CALL OF THE RESPECTIVE BODIES BY THE TOWN OF TAOS AND EL
VALLE DE LOS RANCHOS WATER & SANITATION DISTRICT.
On behalf of the Town of Taos Town Clerk Francella Garcia called roll and a
quorum was present.
Those present were:
Mayor, Daniel R. Barrone
Mayor Pro Tern Nathaniel Evans
Councilmember Darien D. Fernandez (Due to technical difficulty arrived at 4:04
P.M.)
Councilmember George "Fritz" Hahn
Councilmember Pascualito Maestas
Also present were:
Town Manager Richard Bellis
Town Clerk Francella Garcia
Town Attorney Stephen Ross

Those present were:
Chairman Bob Romero
Board Treasurer Andrew Chavez
Board Secretary Phillip Maestas
Board Member Gabriel Romero

Absent/Excused was:
Vice Chairman Delfino Torres
3. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by El Valle de Los Ranchos Water & Sanitation
District Board Member Gabriel Romero.
4. APPROVAL OF AGENDA
Approval of agenda on behalf of the Town of Taos. Councilmember Evans
made a motion to approve. Councilmember Hahn seconded the motion. The
motion passed unanimously.
Approval of agenda on behalf of El Valle de Los Ranchos Water & Sanitation
District. Board Treasurer Andrew Chavez made a motion to approve. Board
Secretary Phillip Maestas seconded the motion. The Motion passed
unanimously
5. JOINT MATTERS
A. Discussion regarding a revised Inter-connect Agreement, including metering
and pricing.
B. Discussion regarding proposed service areas for the respective districts and
the Town's proposed path of transmission lines to the airport.
C. Discussion regarding the impact of proposals for a resumption of Extra-
Territorial Zoning (ETZ) and the Traditional Historic Community designations.
D. Discussion regarding potential regionalization of public sewer and/or water
systems through the creation of a regional independent utility authority.
6. SCHEDULING OF ANY FOLLOW-UP MEETING(S), IF NECESSARY AND/OR
DIRECTION TO LEGAL COUNSEL OR STAFF BY THE RESPECTIVE ENTITIES.

Next meeting to be determined upon staff and/or respective board member
direction.
7. ADJOURNMENT
A motion was made by Mayor Daniel Barrone to adjourn. The motion carried
unanimously and the meeting adjourned at 5:40 p.m.

VIRTUAL MEETING
Due to the impact of the COVID-19 virus and in conformance with the Executive Orders of
the Governor of the State of New Mexico, Public Health Orders of the Secretary of Health,
and consistent with the guidelines of the New Mexico Attorney General, this Joint
Workshop Session will be held electronically with no live audience and livestreamed to the
public. The public may view the Joint Workshop Session between the Town of Taos Council
and El Valle de Los Ranchos Water & Sanitation District Board of Directors in real-time
through the Town of Taos website. A video record of the entire meeting will also be posted
on the Town of Taos website and will also be accessible by contacting the Clerk's Office at
(575)751-2004. Members of the public can Livestream the meeting or view it in archived
