I. Call to Order Call to order by Mayor Dan Barrone & Chair Candyce O'Donnell at 4:15 pm. II. Roll Call Roll call taken by County Clerk,Valerie Rael-Montoya Taos County Board of Commission Present were: Commissioner Jim Fambro,District I Vice-Chair Darlene J.Vigil,District III Commissioner AnJanette Brush,District IV Chair Candyce O'Donnell,District V Absent: Commissioner Mark Gallegos,District II Town of Taos Council Present were: Mayor Dan Barrone Councilmember Nathaniel Evans Councilmember Darien Fernandez • Councilmember Fritz Hahn Councilmember Maestas III. Pledge ofAlleziance November 18,2021 Joint Meeting The Pledge of Allegiance was led by Commissioner AnJanette Brush. IV. Moment of Silence Commissioner Jim Fambro led the commission and council with a moment of silence for those who have had COVID-19, for those who have lost their lives or family members and pray for those who don't believe in the disease and that their actions don't harm others. V. Approval of Agenda Vice-Chair Darlene Vigil made a motion to approve the November 18,2021 Joint Meeting Agenda as presented. Councilmember Nathaniel Evans seconded. A roll call vote was taken indicating the following: Commissioner Jim Fambro Yes Commissioner AnJanette Brush Yes Vice-Chair Darlene Vigil Yes Chair Candyce O'Donnell Yes Councilmember Evans Yes Councilmember Fernandez Yes Councilmember Hahn Yes Councilmember Maestas Yes Motion carried. VI. Closed Executive Session A. The Town Council and the Taos County Commission will conduct a Closed Executive Session to discuss the purchase, acquisition or disposal of real property between the two local governments pursuant to NMSA 1978, Section 10-15-1(1-1)(8),which allows for discussion of the Purchase,Acquisition or Disposal of Real Property or Water Rights by the Public Body to include but not limited to the former Tri-County Detox Center, the former Taos Recycling Center and the former Anciano's Building. Chair Candyce O'Donnell motion to enter into executive session.Councilmember Evans seconded.A roll call vote was taken indicating the following: Commissioner Jim Fambro Yes Commissioner AnJanette Brush Yes Vice-Chair Darlene Vigil Yes Chair Candyce O'Donnell Yes Councilmember Evans Yes Councilmember Fernandez Yes Councilmember Hahn Yes Councilmember Maestas Yes Motion carried. Commissioner AnJanette Brush motion to return to regular session. B. Attorneys Report Concerning Closed Executive Session Randy Autio, Attorney stated that the Town Council and County Commission met in executive session to discuss two items of real property acquisition and the other was a potential purchase or lease. Those items were discussed in executive session no action was taken and the related topics that were brought up were not discussed further public meetings will be held on the associated issues involving these potential property purchases.No action was taken. Vice-Chair Darlene Vigil made a motion to approve the attorneys report concerning closed executive session.Commissioner AnJanette Brush seconded.A roll call vote was taken indicating the following: Commissioner Jim Fambro No Commissioner AnJanette Brush Yes Vice-Chair Darlene Vigil Yes Chair Candyce O'Donnell Absent Councilmember Evans Yes Councilmember Fernandez Yes Councilmember Hahn Yes Councilmember Maestas Yes Motion carried. VII. Topics for Discussion A. Next meeting date and possible topics Mayor Dan Barrone stated that the Town of Taos will set a date to hear the proposal on the recycling center the managers will schedule this meeting date.He also invited the commission to the Christmas tree lighting. He hopes to get through the issues ahead and thanked everyone who attended the meeting. VIII. Adiournment Vice-Chair Darlene Vigil made a motion to adjourn at 5:15 p.m. Councilmember Evans seconded. All in favor,motion carried. Approved this 14th day of December 2021, by the Town of Taos Council at the Regular Town Council Meeting.
