ENCHANTED CIRCLE COUNCIL OF GOVERNMENTS
MINUTES
Thursday, July 7, 2022
2:00 p.m.
Virtual Meeting
(Note: The meeting was conducted per the Attorney General's guidelines and
observed the Governor's Executive Orders and the Secretary of Health's Public
Health Orders.)
1. Call to Order by Chairman, Mayor Pascualito Maestas at 2:05 p.m.
2. Roll Call
Ms. Francella Garcia, Town of Taos Clerk, called roll and a quorum was
present.

Mayor Linda Calhoun led the Pledge of Allegiance.
5. Moment of Silence
A Moment of Silence was observed, and a brief period of reflection was made
by Taos County Commission Chairperson Darlene Vigil.
6. Approval of the agenda
Mayor Calhoun made a motion to approve the agenda. Commissioner
Vigil seconded the motion. The motion passed unanimously.
7. Approval of the Minutes
A. June 9, 2022 Minutes of the ECCoG Special Meeting
Mayor Calhoun made a motion to approve. Commissioner Wier
seconded the motion. The motion passed unanimously.

Mayor Maestas read a statement by Mr. Stephens Hall objecting to virtual
meeting conducted by the Enchanted Circle Council of Governments.
9. Old Business
A. Discussion, consideration, and possible approval of amendments to
the Enchanted Circle Council of Governments Joint Powers
Agreement (JPA).
Mayor Maestas stated he asked Town Attorney Mr. Christopher Stachura to
help amend the JPA. The amended JPA would include Taos Pueblo as a
member of the Enchanted Circle of Governments (ECCoG). Mayor Maestas
stated the JPA requires that all members must approve an amendment.
Unfortunately, changes to the JPA cannot be made today since there are
absent members. Mayor Maestas asked for a motion to continue item 9.A. to
the next meeting and make a concerted effort to get all members to
participate in moving forward with this item.
Commissioner Wier stated it is only reasonable that Taos Pueblo is included
as an ECCoG member.
Mayor Maestas stated he looks forward to getting the JPA amended and
welcoming Taos Pueblo as a member at the next ECCoG meeting.
Taos Pueblo Secretary Lefthand thanked the ECCoG members for their
consideration, and there is a lot to share as neighbors. Communication and
collaboration are needed, such as how the wildfire's impacted the
communities and the region. The tribe wants to ensure participation
constructively and believes that coming together benefits everyone.
Taos Pueblo Governor Romero expressed his appreciation for being
included in the meeting. In 2014, Taos Pueblo and Picuris Pueblo used to
participate in intragovernmental meetings. He further added he is unsure
why it stopped but is pleased to be included again.
Taos Pueblo War Chief Secretary Lujan stated this is an opportunity for
Taos Pueblo to be recognized within the Enchanted Circle to discuss
regional issues and work together.

Taos Pueblo Lieutenant Governor Archuleta stated it is essential to share
what is going on with each other's land because everyone shares this valley.
The Taos Pueblo needs to be informed about what is taking place. In the
past, the Taos Pueblo was the last to be informed of any developments and
would appreciate being part of the decision process.
Mayor Maestas stated he looks forward to getting the JPA amended and
welcoming Taos Pueblo at the next meeting as ECCoG members.
Commissioner Vigil made a motion to continue this item to the next
ECCoG Meeting. The motion was seconded by Commissioner Wier.
Commissioner Vigil stated she is pleased Taos Pueblo joined today's
meeting.
Mayor Calhoun stated that she agreed with Mr. Wier's comments and would
like to know if there was another way to cast a vote, such as an email to get
all members to participate. She further added she would like to stop
prolonging the situation because of the uncertainty of full attendance at the
meetings.
The motion passed unanimously.
Mayor Maestas asked Mr. Stachura if anything in the JPA prevented the
ECCoG members from casting an email vote.
Town Attorney Stachura stated there is no need for an email vote as long as a
quorum of elected officials unanimously recommends adopting the
amendment. The vote will be by signing the amendment.
B. Discussion on the creation of a regional film office.
Mayor Maestas stated Northern New Mexico has a strong history of film and
this item was brought up by Taos County Manager Brent Jaramillo.
Taos County Manager Jaramillo stated that everyone must work together and
agree on one film office. He proposed that the regional film office be called
the Enchanted Circle Film Office and each governing entity contribute to the
new film office. It is crucial to work together collaboratively to establish this
office, and it should be a priority.

Mayor Maestas concurred. He further added Marketing and Tourism Director
Karina Armijo and Grants and Revenue Development Director Lynda Perry
played an essential role in getting Taos Air established through the ECCoG.
Using that mechanism of working together and having one entity take the lead
seems to be the best model to move forward.
Commissioner Wier stated that Raton is developing its own film office and
wants to ensure that there will be no conflict with what the Enchanted Circle
Film Office is doing.
Ms. Armijo stated it would be ideal to have a full commitment from the
ECCoG members and establish a budget with a timeline on what the members
want to accomplish within six to twelve months. It is a long-term commitment
to develop a film office and a full-time employee knowledgeable in the film
industry and region would be needed. It is essential to get a JPA that everyone
can agree to and commit to it long-term.
Ms. Perry stated Peter Mitchell with the New Mexico Economic Development
Department is interested in the Enchanted Circle Film Office and wants to
assist in moving forward.
Discussion ensued on the purpose and the various facets a film industry would
provide to the region.
Mayor Maestas suggested drafting a resolution, discussing potential funding
and outlining a budget.
Commissioner Wier stated he would like a return on the investment done for
this project.
Discussion ensued on the benefits of investing in a film office.
Mayor Maestas stated Public Affairs and Tourism Director Armijo and Taos
County Manager Jaramillo would work together in providing various
proposals for the next ECCoG meeting, and he would work on drafting a
resolution. He further added developing a film office needs to move quickly,
and there will be monthly ECCoG meetings for the time being.
10. Updates by members of the Enchanted Circle Council of Governments
and guests.

The next meeting of the Enchanted Circle Council of Governments was
scheduled for August.
11. Adjournment
Commissioner Wier made a motion to adjourn. Commissioner Vigil
seconded the motion. The motion carried unanimously, and the meeting
adjourned at 3:00 p.m.
