72 Chair AnJanette Brush said that county staff would get back to her as soon as possible.

74 A. Discussion, consideration and decision regarding an Intergovernmental Agreement between
75 the County of Taos and the Town of Taos for the funding of a Housing Director position that
76 will serve both the Town and the County in the provision of affordable and below market
77 housing to the residents of Taos County.
78 Mayor Pascualito Maestas expressed his appreciation for the County and everyone involved.The Town has
79 two suggested amendments where the Housing Director is referred to as"she"and that should be changed
80 to"they'them"and not just section 3 if it occurs else where it is to be changed. Then in Section 5 change
81 from"Town Administrator"to"Town Manager".

82 F.R. Bob Romero said Section A.4. it should be understood that there should be a report back to the
83 commission a month or two after the Housing Director is hired and certainly at the one-year mark it is not
84 a language change. Chair Brush said that will be noted.
85 Councilmember Fambro asked if the salary will include benefits since it stated that the county will be
86 invoiced for 50°0 of the Housing Directors base salary.
87 Patrick Trujillo, Attorney replied that it does not include benefits. Mayor Maestas added that it would be a
88 temporary position and will not include the full benefits package.
89 Councilmember Evans was concerned about going beyond the six months if it is a temp position, he is
90 questioning whether or not the goal can be reached within the given timeframe with no benefits.
91 Jenn Lopez, Project Moxie stated that the Taos Housing Partnership will have bylaws and articles approved
92 in the next few months. They will have the Community Foundation or another group sponsor. Everyone
93 involved did a great job,this is a temporary position that will move to a non-profit they are going to raise a
94 budget so she is feeling confident about this.
95 Jacob Caldwell added that this document contemplates a one year term not a temporary employee but what
96 is being agreed on today is the position he cautioned the Town/County about being too descriptive.
97 Councilmember Evans said he is in full support of this but he does not want this to die in the near future.
98 Councilmember Ortega said contract workers that are passionate are looking for these types of projects she
99 has been doing that for the past 3 years.
100 Patrick Trujillo said paragraph A.3. should be filled in Joint Resolution 2023-1 and Paragraph b should
101 state maximum amount per month that amount should be filled in.Brent Jaramillo said it should be changed
102 to state up to a maximum annual of$100,000 divided by 12 months or the number of months. It is variable
103 until the salary is negotiated. Mr.Trujillo said the sentence should end after salary and strike not to exceed
104 blank per month.The commission agreed.

A JOINT RESOLUTION
ESTABLISHING THE AFFORDABLE AND BELOW MARKET HOUSING POLICY
FOR THE TOWN AND COUNTY OF TAOS NEW MEXICO
WHEREAS, the nation is experiencing one of the most severe affordable housing crises
in history, significantly impacting communities of color and those who live in poverty (National
Alliance to End Homelessness, 2020); and
WHEREAS, eight million Americans of low-income households pay at least half their
income toward housing, putting them at risk of housing instability and homelessness (National
Alliance to End Homelessness, 2020); and
WHEREAS, the Town and County have a history of supporting efforts to assist people
experiencing homelessness; and
WHEREAS, economic and societal factors such as a lack of affordable housing, a lack
of adequate income, a lack of affordable and accessible healthcare including behavioral health
care, discrimination, domestic violence, and other systemic social challenges can cause
homelessness; and
WHEREAS, the pandemic brought additional awareness to the issue of homelessness
and housing instability and has created an opportunity for government entities, public
servants, non-profit service providers, private foundations, Taos residents, and other
interested stakeholders to work collectively to address this long-standing community issue; and
WHEREAS, the vision of this partnership is for public and private partners to work
collaboratively with community providers and advocacy groups to ensure that Taos County is a
place where homelessness is rare, brief, and non-recurring, and that access to safe, affordable,
and sustainable housing is a reality for all community members
BE IT RESOLVED BY THE GOVERNING BODIES OF TAOS COUNTY AND THE
TOWN OF TAOS, NEW MEXICO:
Section 1. COLLABORATION BETWEEN THE TOWN AND THE COUNTY TO PROVIDE
AFFORDABLE AND BELOW MARKET HOUSING.
As more specifically described by this resolution, the Town will collaborate with the County to
advance mutual interests in the provision of safe, sustainable, and affordable housing within the
incorporated and unincorporated areas of Taos County, including but not limited to the funding,
development, acquisition, construction, rehabilitation and delivery of affordable housing to
qualified individuals and families.
Section 2. MUTUAL GOALS AND OBJECTIVES. It is the desire of the Town and County to
jointly pursue the fulfillment of the following goals/objectives:

1. Facilitate collaborative work to increase the supply of affordable and below-market
housing in Taos County and the Town of Taos; and
2. Increase understanding and acceptance of affordable and below-market housing needs
and solutions throughout all of Taos County and the Town of Taos; and
3. Jointly support community engagement and outreach, technical assistance, planning,
educational and fund development activities that meet the needs of the Town and the County;
and
4. Help to identify and secure additional federal, state, local and private resources for the
development of affordable and below-market housing in Taos County; and
5. Collaborate on housing development with government jurisdictions, nonprofit agencies
and the community at large; and
6. Foster active communication and transparency about our work in the community; and
7. Guide the development of 100 new housing units (rental or for-sale)to completion in the
next five years; and
8. Work diligently to have 400 more units of varying types in stages of pre-development or
development within five years; and
9. Focus on development of energy-, water- and land-efficient housing, preserving natural
resources whenever possible; and
10. Establish robust, ongoing homebuyer education/financial literacy program, creating a
pipeline of prepared buyers; and
11. Establish rental education/financial literacy program, including creditworthiness; and
12. Create or partner with an existing mortgage assistance program; and
13. Ensure that new housing development utilizes local labor, materials and companies
whenever feasible; and
14. Ensure new housing is innovative but also rooted in regional traditions; and
15. Impact housing prices and "soften" the housing market overall; and
16. Ensure that the needs of our most marginalized and low-income residents, including the
homeless, the elderly and the disabled, are addressed; and

17. Reinvigorate a sense of Taos County as a family-friendly, inclusive place to live that is
