Town Council Workshop Meeting
Hybrid Meeting
Town Council Chambers - 120 Civic Plaza Drive
April 24, 2023
4:00 p.m.
1. CALL TO ORDER BY THE HONORABLE PASCUALITO M MAESTAS
The Honorable Mayor Pascualito Maestas called the Workshop Meeting of the Taos Town
Council to order at 4:01 p.m.
2. ROLL CALL
Ms. Francella Garcia, Town Clerk, called roll and a quorum was present.
Those present were:
Mayor Pascualito M. Maestas
Councilmember Nathaniel Evans
Councilmember Corilia I. Ortega
Also present were:
Town Manager Andrew Gonzales
Assistant Town Manager Francisco Espinoza
Town Attorney Christopher J. Stachura
Town Clerk Francella R. Garcia
Absent/Excused was:
Councilmember Marietta S. Fambro
Mayor Pro Tern Darien D. Fernandez
Youth Councilmember Tatiana Flores
3. APPROVAL OF AGENDA
A. Approval of Agenda
Councilmember Ortega made a motion to approve. Councilmember Evans seconded the
motion. The motion passed. The Councilmembers voted as follows: Ayes: Evans, Ortega.

5. ITEMS FOR DISCUSSION AND DIRECTION TO STAFF
6. WORKSTUDY SESSION
A. Review of 2023 FY Final Budget 3rd Quarter Financial Report -for the period ending March
31, 2023 (Finance Director Lupe Martinez)
B. Presentations and reports from staff.
C. Discussion on strategic matters which the Council wishes to discuss.
D. Discussion by the Council of items for the Regular Meeting Agenda.
E. Constituent Issues
7. Closed Executive Session
A. The Council will conduct a Closed Executive Session pertaining to discuss the pay and
compensation plan pursuant to NMSA 1978, Section 10-15-1(H)(5) collective bargaining strategy
prior to negotiations between a public body and a union representing employees of the public
body; collective bargaining sessions involving the public body and union.
A motion was made from Councilmember Evans to postpone the closed executive session to
the May 1, 2023, Town Council Special Meeting at 2:00 p.m. Councilmember Ortega seconded
the motion. The motion passed. The Councilmembers voted as follows: Ayes: Evans, Ortega.
B. Attorney's Report Concerning Closed Executive Session
Closed Executive Session was not conducted.
8. Adjourn
A motion was made by Councilmember Ortega and seconded by Councilmember Evans to
adjourn the meeting. The motion carried unanimously and the meeting adjourned at 5:07 p.m.
