Opening Items A. Call to Order by the Honorable Mayor Pascualito M. Maestas. The Honorable Mayor Pascualito Maestas called the Special Meeting of the Taos Town Council to order at 3:06 p.m. B. Roll Call Ms. Francella Garcia, Town Clerk, called roll and a quorum was present. Those present were: Mayor Pascualito M. Maestas Mayor Pro Tern Darien D. Fernandez Councilmember Nathaniel Evans (attended virtually) Councilmember Corilia I. Ortega Also present were: Town Manager Andrew Gonzales Assistant Town Manager Francisco Espinoza Town Clerk Francella R. Garcia Absent/Excused was: Youth Councilmember Tatiana Flores Councilmember Marietta S. Fambro Town Attorney Christopher J. Stachura C. Pledge of Allegiance Councilmember Fernandez led the audience in the Pledge of Allegiance. D. Approval of Agenda Councilmember Fernandez made a motion to approve. Councilmember Ortega seconded the motion. The motion passed. The Councilmembers voted as follows: Ayes: Evans, Fernandez, Ortega. 2. Public Hearings - Citizens may attend in-person, virtually, or submit their comments or questions in writing to Town Clerk Francella Garcia at fgarcia@taosgov.com, and comments will be read during the meeting. A. Discussion, consideration, and acceptance of the Community Development Block Grant Final Report and Closeout - Economic Development Project 19-C-NR-I-04-G-90 for Hotel Willa (Grant Administrator Denise Acosta) Grants Administrator Denise Acosta stated the Community Development Block Grant (CDBG) funding is to aid in the prevention of blight and benefit principally low-and moderate-income families by contributing to the economic growth and development of the community served by the grant. She added that the Town of Taos Council chose to proceed with the CDBG economic development project, renovating the former Indian Hills Inn property by Taos Hotel Associates, LLC dba Hotel Willa. The Town of Taos provided $500,000.00 through CDBG funding and was matched dollar for dollar by Taos Hotel Associates for a total partnership investment of $1,000,000.00. The funding was utilized to purchase capital fixtures and make commercial improvements to the property. This project will provide employment and benefits to 15-30 individuals, of which 53.3% are low to moderate-income, upon the completion and operation of Hotel Willa. Councilmember Ortega asked when Hotel Willa will open for business. Ms. Acosta advised it was reportedly stated this summer; however, she would follow up with the governing body on the opening date. Town Manager Andrew Gonzales stated now that this CDBG project is closed out, it will allow the Town to apply for another economic development project. Mayor Maestas opened the public hearing. No one came forward. After closing the public hearing, Mayor Maestas asked for questions from the Council. Discussion ensued on potential future CDBG economic development projects, conducting a public hearing of potential projects, and community participation in selecting a CDBG project. Councilmember Evans made a motion to accept the final report and closeout. Councilmember Ortega seconded the motion. The motion passed. The Councilmembers voted as follows: Ayes: Evans, Fernandez, Ortega. B. Discussion, consideration, and acceptance of the Community Development Block Grant Final Report and Closeout - Planning Grant for the Comprehensive Plan for Town of Taos 18-C- RS-I-06-G-102 (Grant Administrator Denise Acosta) Ms. Acosta stated the comprehensive plan was accepted by Council through Resolution 22-28 at the June 14, 2022, Town Council Regular Meeting. Today's meeting is a formal closeout of CDBG Planning Grant 18-C-RS-I-06-G-102. The Town is now eligible to participate in other funding opportunities. Mayor Maestas opened the public hearing. No one came forward. After closing the public hearing, Mayor Maestas asked for questions from the Council. Councilmember Evans made a motion to accept the final report and closeout of the CDBG Planning Grant. Councilmember Fernandez seconded the motion. Councilmember Evans requested discussion. Discussion ensued on seeking further funding for Phase Three of the Land Use Development Code through a CDBG Planning Grant. The motion passed. The Councilmembers voted as follows: Ayes: Evans, Fernandez, Ortega. 3. Adjourn A motion was made by Councilmember Evans and seconded by Councilmember Ortega to adjourn the meeting.
