Town Council Special Meeting
Hybrid Meeting
Town Council Chambers - 120 Civic Plaza Drive
May 1, 2023
2:00 p.m.
1. Opening Items
A. Call to Order by the Honorable Mayor Pascualito M. Maestas.
The Honorable Mayor Pascualito Maestas called the Special Meeting of the Taos Town Council
to order at 2:04 p.m.
B. Roll Call
Town Clerk Ms. Francella Garcia called roll, and a quorum was present.
Those present were:
Mayor Pascualito M. Maestas
Mayor Pro Tern Darien D. Fernandez
Councilmember Nathaniel Evans
Councilmember Marietta S. Fambro
Councilmember Corilia I. Ortega
Also present were:
Town Manager Andrew Gonzales
Assistant Town Manager Francisco Espinoza
Town Attorney Christopher J. Stachura
Town Clerk Francella R. Garcia
Absent/Excused was:
Youth Councilmember Tatiana Flores
C. Pledge of Allegiance
Town Manager Andrew Gonzales led the audience in the Pledge of Allegiance.
D. Approval of Agenda
Councilmember Evans made a motion to approve. Councilmember Ortega seconded the
motion. The motion passed. The Councilmembers voted as follows: Ayes: Evans, Fambro,
Fernandez, Ortega.
2. Closed Executive Session
A. The Council will conduct a closed executive session to discuss the pay and compensation
plan pursuant to NMSA 1978, Section 10-15-1(H)(5) collective bargaining strategy prior to
negotiations between a public body and a union representing employees of the public body;
collective bargaining sessions involving the public body and union.
At 2:05 p.m., Councilmember Evans made a motion to go into closed executive session.
Councilmember Fambro seconded the motion. The motion passed. The Councilmembers voted
as follows: Ayes: Evans, Fambro, Fernandez, Ortega.
At 4:47 p.m., Councilmember Evans made a motion to come out of closed executive session.
Councilmember Fernandez seconded the motion. The motion passed. The Councilmembers
voted as follows: Ayes: Evans, Fambro, Fernandez, Ortega.
B. Attorney's Report Concerning Closed Executive Session.
Town Attorney Christopher Stachura stated discussion in the Executive Session was limited to
the items as they were called for, and no action was taken.
Councilmember Evans made a motion to accept Mr. Stachura's report. Councilmember
Ortega seconded the motion. The motion passed. The Councilmembers voted as follows: Ayes.
Evans, Fambro, Fernandez, Ortega.
3. Adjourn
A motion was made by Councilmember Evans and seconded by Councilmember Fambro to
adjourn the meeting. The motion carried unanimously, and the meeting adjourned at 4:48 p.m.
