67 6. Citizens Concerns
68 A. Citizens wishing to speak shall limit their comments to 3 minutes.No action may be taken.
69 Matt Thomas and Jeanna Grainer were present to speak about the Paseo Project this is their 10'year.There
70 are many events planned and they are very excited.

72 A. Operation Team Taos Update:Re-Recruiting Local Nurses(Reducing dependency on Traveler
73 Agencies)—James Kiser,Holy Cross CEO
74 James Kiser, HCH CEO stated that they have been re-recruiting local nurses there have been 149 nurses
75 leaving Taos County in the past 5 years.
76 HR Director of HCH Deputized everyone as members of Team Taos. This campaign has been in operation
77 the past 4 weeks so far 7 RN's were hired one of those were returning. Four travelers turned to full time
78 RN's so they are headed toward their goal.They also hope to recruit UNM-Taos Nursing School grads that
79 will start out at almost $30 per hour and they will learn alongside an RN as soon as they pass required
80 exams etc. they will be promoted to RN status.

81 Commissioner Vigil was excited about this program it is an excellent approach and a way to change how
82 things are done.
83 Councilmember Ortega asked for any promotional information that she could pass along. The Council and
84 Commission was very grateful for the update and the work that is being done.Mr.Kiser gave a quick update
85 on transfers this year.
86 B. Noxious Weed Update — Taos County Cooperative Weed Management Area Board

91 C. Talpa Foothills Working Group

93 Carlos Arguello a community member of Talpa gave an update on the working group there are a total of 16
94 individuals in this group a list was provided to the commission and council. Two meetings have been held
95 so far they all agreed to the charter and their responsibilities. A map was shown of the trails and area that
96 they are most concerned about.Workshops are open to the public he invited the public to attend.There will
97 be a community meeting on May 15 and they will advertise through their email list as well as the Talpa
98 Community Market and Taos News.

132 A. Discussion Lodgers Tax Expenditures—Pascual Maestas,Town of Taos Mayor

134 Mayor Maestas heard the interest by the commission to expend some of the lodger's tax money on projects
135 for the community so he wanted to offer ideas on how the Town and County can collaborate.Those include
136 renovations and improvements to the park of the plaza now that the renovations are taking place at the old
137 county courthouse. Felimon Sanchez Park request made for$1 million to Theresa Ledger Fernandez but if
138 not they would like to collaborate with the county to renovate it. Eco Park is not FEPA rated and locker
139 rooms are needed they are also looking into resurfacing the tennis courts this year. These are all important
140 community assets that all families use and he would like to discuss these ideas further with Taos County.

142 Chair AnJanette Brush thanked the Mayor for bringing these ideas forward because they benefit the local
143 community.Commissioner Vigil thanked the Mayor and asked for any preliminary numbers for the projects
144 mentioned. Andrew Gonzales, Town Manager said it would cost around$1.3 million for the Plaza project
145 he explained the project in more detail for the commission. Discussion held regarding Felimon Sanchez
146 transfer and events taking place during the weekend.

149 A. Discussion, consideration and decision regarding the appointment of a youth member to the
150 Taos Recycling Advisory Board(JTRAB)—Corilia Ortega,Town of Taos Councilor
151 Corilia Ortega, Councilor read a letter of interest from Cash Wodrich. She was pleased to nominate him to
152 join the Joint Recycling Advisory Board. This group is getting up and going.
153 Commissioner Darlene Vigil made a motion to appoint Cash Wodrich as youth member to the Taos
154 Recycling Advisory Board. Commissioner Ronald Mascarenas seconded. A roll call vote was taken
155 indicating the following:
