Sebastian, registered Public Accountant to con duct the Town of Taos and Water Department Audit for the 1961-62 Fiscal year. The Motion was seconded by Councilman Sanchez and approved. REFUNDING OF WATER AND SEWER REVENUE BONDS: Mr. John Fox, representing the Bonding Firm of Ranson and Company, Denver, Colorado, appered before the Council. Mr. Fox explained that he made a study of the water and sewer rate structure. He advised the Council that the present rates are in the top bracket for a Town of this size. Mr. Fox stated further that by refunding the present Water and Sewer Reveune Bonds, the firm of Ranson and Company could eliminate the high rate of interest which is being paid at this time. Mr. Fox explained that the cost of refunding would leave a premium of 110% to 115 % which could be callable if the present bond holders were agreeable and the present money which ion on deposit in the Aquisition Hind which is for water and sewer improvements could be used. The Council advised Mr. Fox that he would have to check with Mr. W. Carlos Powell, Engineer for the Town of Taos and see what could be worked out and if the Aqui.sition fund could be used for the above purpose. Council- man Sanchez suggested that the Mayor, the Town Attorney and Mr. Fox meet with members from the Department of Finance and Administration and go over the proposal of Ranson and Company, since approval would be needed from that department. Councilman Martinez stated that the proposal made by Mr. Fox, if feasible, was very good and that it should be brought to the attention of the Finance Department. GAS SYSTEM: Mr. John Fox now presented to Council a proposal from Ranson and Company, aksing Council's consideration in letting them assist the Town with the necessary financing arrangements if the Council was considering the construction of a Muni- cipally owned and operated gas system. Their proposal was presented and read. Mayor Santistevan expressed his and the Council's appreciation and thanks to Mr. Fox. He advised Mr. Fox that this matter would be taken under advisement. Mayro Santistevan stated that many things are coming up pertinent to studies being made on a gas system for the Town of Taos. LOCAL HOUSING AUTHROITY REPORT Mr. J. B. Martinez, chairman of the Local Housing Authority appeared before the Council. Mr. J. B. Martinez stated that the preliminary loan for 30 low rent housing unitis has not been approved for reason that the Council has not adopted a building code. Mr. Martinez stated further, that if an Ordinance as adopted by the Council, together with the preparation of a workable program which is renewabe annually the Town then would be elegilbe for the preliminary loan. Town Attoreny Eliu E. Romero, now presented to the Council an ordinance which he drafed in connection with consid- eration to adopt the New Mexico State Uniform Building Code by reference. After full consideration, Councilman Martinez moved thatthe Council adopte the New Mexico State Uniform Building Code in its entirety by Reference, including its appendix in accordance with the laws of the State of New Mexico and that the Ordinance also be adopted. The Motion was seconded by Mrs. Beutler and approved unanimously. The Ordinance to be published in the local newspaper and made part of the minutes of this meeting. Ordinance No. 520 AN ORDINANCE PROVIDING FOR THE ADOPTIONG OF A BUILDING CODE. BE IT ORDAINED BY THE MAYOR ANP COUNCIL OF THE TOWN OF TAOS SITTING IN REGULAR 237 MEETING ON THIS THE 4th DAY OF JANUARY , 1963, THAT: WHEREAS, there is a need for a building code to safeguard the health, safety, and general welfare of the Town of Taos, and WHEREAS, the Town of Taos has heretofore passed a resolution that a uniform building code be adopted; BE IT THEREFORE ORDAINED that the building code of the State of New Mexico be and is hereby adopted in its entirety by reference including its appendix as authorized, empowered and provided under Section 14-28-1 of the New Mexico Statutes Annotated, 1953, Compilation, and BE IT FURTHER ORDAINED, that a copy of said building code shall be at all times available for inspection at reasonable times at the office of the Town C lerk, Taos, New Mexico; BE IT FURTHER ORDAINED that any and all Ordinances in conflict herewith be and are hereby repealed. Mr. Martinez requested that $330.00 from Recreation funds to assist financially the Taos Boxing Club. Councilman Martinez moved that the re- quest made by Mr. Roy Martinez in the sum of $330.00 be allowed, to the Taos Boxing Club out of Juvenile Recreation funds., The Motion was seconded by Councilman Sanchez and approved. POLICE DEPARTMENT: Chief of Police Arthur R. Leach presented to Council the Police Dept report for the month of December, 1962, and filed same with the Clerk for future reference. Filling of vacancies in police ranks by designation by the Council was discusssed. Chief Leach recommended Officer E. E, Montoya as Leuitenant in the vacancy created by the resignation of Mr. Uvaldo Sandoval Chief Leach also recommended for consideration the naming of two Sargents on the Police force. Councilman Martinez moved that Officer Eduardo E. Montoya be promoted to the rank of Leiutenant. The Motion was seconded by Dr. Hollis and approved. Councilman Martinez now moved that Officer Pete Duran and officer James Gallegos, be promoted to the rank of Sargents. The Motion was seconded by Mrs. Beutler and carried. Councilman Martinez spoke in favor of hiring Joe M. Rivera as an officer on the Police force. Councilman Martinez stated that Joe M. Rivera had made application for Police officer and that Council should take some action on his application. Mayor Santistevan stated that there were no vacancies on the police force and that in order to hire a policeman a vacancy had to be created. Councilman Martinez moved that officer Walter M. Romero be re- moved From the Police force. The motion was seconded by Dr. Hollis and a vote was cal.led by the Mayor. Councilman Sanchez, no. Councilman Hollis yes Mrs. Floyd Beutler abstained from voting 238 Councilman Martinez, yes. The vote being two to one, Oficer Walter M. Romero was removed from the Police force. Mr. Martinez now moved that Joe M. Rivera be appointed as To?-:n Police officer. The Motion was seconded by Dr. Hollis. The Mayor called for a vote and the vote was recorded as follows: Councilman Sanchez no Councilmen Hollis yes Councilman Martinez, yes CouncilwomaM Mrs. F. Beutler no and Mayor Floyd Santistevan no. Councilman Martinez now brought to the attention of the Council that a vacancy now existed in the police force and in view thereof, Counclman Martinez moved that Walter M. Romero be appointed and employed as a permenant police officer on the. Town Police Force. the Motion was seconded by Councilman Sanchez and approved. ANNEXATION: The Council for sometime has been wanting to bring for discussion and consideration the possibility of ways and means to annex a certain area on both sides of State Road No. 3, which takes in several business establishments and which estab- lishments are now being served by the Council with fire protection, Sewer and Water services and in many instances police protection. In this discussion Attorney E. E. Romero informed the Council that there were New Mexico Statutes to the effect that an unincorporated area which was being served by a village, Town or City, such area could be legally incorporated by Resolution if such resolution would be adopted by the proper Governing authority such as a Board of Trusttes or Council. After further discussion the Atttorney was requested to consult the surveyor, Mr. C. E. Ross and pre- ent sa draft or Resolution and /or Ordinance and a plat of the area under discussion for consideration at the next regular meeting. There was no motion on this request. Mr. Romero agreed to prepare the information. There being no further business Councilman Martinez moved that the meeting be adjourned. The Motion was seconded by Dr. Hollis and approved.
