631 ORDINANCE NO. 631
AN ORDINANCE ACCEPTING THE PETITION FOR
ANNEXATION OF LAND CONTIGUOUS TO THE TOWN
OF TAOS AND CONSENTING TO SAID ANNEXATION,
AS SAID LAND IS DESCRIBED IN THE PETITION
AND IS SHOWN IN THE PLAT ATTACHED THERETO.
BE IT ORDAINED by the Mayor and the Council of the
Town of Taos that,
WHEREAS, there has been presented to the Council and
Mayor of the Town of Taos, at open meeting assembled, a
certain petition for the annexation of territory contiguous
to the municipality, which petition describes the land sought
to be annexed and has attached thereto a plat to same, and
WHEREAS, the Mayor and Council of the Town of Taos
deem it in the best interest of the citizens of both the
proposed annexed territory and the Town of Taos that said
territory be annexed to the Town of Taos, and
Therefore, the Council of the Town of Taos accepts
the aforesaid petition as signed to annex land therein des-
cribed which is contiguous to the Town of Taos, as it is
shown in the plat thereto attached, be and said Council
further consents to the annexation of said land.
Done at Taos, New Mexico, on this the 1'ith day of
December, 1974.

HELD ON DECEMBER 11, 1974
Mayor Philip Cantu, Jr. called the meeting to order at 7:30 p.m. in
the Town Hall with the following persons present:

CORRESPONDENCE:
Mr. Gallegos read letter from Steve Natelson on parking on Ledoux St.
Councilman Santistevan instructed Chief of Police and street supt. and
fire chief to get together to see how the situation could be solved. Mr.
Gallegos to write letter informing them as to why the situation, and will
look into possibility of solution.
Mr. Gallegos presented documentations on sewer hook-ups for those who would
be allowed to hook-up at a later date because sewer line ran through their
property. (Documents attached)
Councilman Santistevan moved to allow people to hook up at a later date.
Seconded by Councilman Jeantete. Motion carried.
APPROVAL OF MINUTES:
November 13, 1974: Councilman Jeantete moved to approve minutes as read.
Seconded by Councilman Sanchez. Motion carried.
OLD BUSINESS:
,, Mr. Gallegos read petition requesting that Bent St. be closed to vehicular
traffic and be made into a pedestrian area with trees replacing the parking
meters.
There was a short discussion, and council decided there was no possibility
of request.

Mr. Gallegos read petition requesting that the vacant lot adjoining
the John Dunn House on the west be made into an outdoor market place
where booths would be available for a nominal fee.
Mr. Gallegos said he would write letter advising them of use of
parking lot.
NEW BUSINESS:
Councilman Valdez stated there was no tax being charged on water.
After a short discussion, it was decided Councilman Valdez would get
together with David Larkin from Burroughs Corp. to see what could be
done about this.
Councilman Santistevan congratulated Chief Rivera on his attendance
of the FBI Academy. He also commended Sgt. Hammer on job well done
while the Chief was away.
Councilman Santistevan moved that resolution be passed commending
Chief Rivera and Sgt. Hammer for job well done while Chief was gone.
Seconded by Councilman Jeantete. Motion carried.
Councilman Santistevan moved that Sgt. Hammer be promoted to lieutenant
of Police.
Seconded by Councilman Sanchez. Motion carried.
Mr. Everett asked what promotion would mean in terms of pay.
Councilman Santistevna said there was a pay scale, but wasn't sure what
exact pay would be.
Councilman Santistevan moved to give Chief of Police for his attendance
at the academy an increase in pay according to law, and Ltn. Hammer an
increase in pay, effective December 15, 1974.
Seconded by Councilman Jeantete. Motion passed.
Chief Rivera requested authorization to advertise for bids on 3 police
cars.
Councilman Santistevan said if annexation goes through, you are looking
at more police officers.
Councilman Valdez moved to set up specifications and bid for 3 police cars

and that they be paid in June or July of 1975.
Seconded by Councilman Jeantete. Motion carried.
Chief Rivera asked about contract drawn up between the County and the City
on jail facilities.
Chief Rivera recommended Fred Atencio be hired to Police Department dn a
probitionary time of one year.
Councilman Santistevan moved on Chief Riveras recommendation.
Seconded by Councilman Sanhcez. Motion carried.
RIO DEL NORTE CORP.:
Gene Gallegos presented final draft on document on bonds. He said what
was needed is the adoption of three resolutions by Council.

Gene Gallegos said when bonds are paid, Rio Del Norte would be entitled
to purchase project from the Town.
Eliu Romero said bonds are paid out of revenue of loan and do not become
liability of the Town.
Councilman Valdez asked if there would be any charge from Town Attorney
for reviewing indentures.
Mr. Romero said no.
Councilman Valdez asked for personal opinion of the Town Attorney.
Mr. Romero said anything that is good for the County, Tam for.
Gene Gallegos read resolution to council.
Councilman Santistevan asked what is next step after passing of resolution.
Mr. Gallegos said there is nothingelse to do until bonds are issued.
Councilman Santistevan asked about water rights.
Rudy Pacheco said they would be turned over to the city.
Councilman Valdez moved to pass resolution authorizing execution of lease
agreement. (copy attached)
Seconded by Councilman Sanchez. Motion carried.
Councilman Valdez moved to pass resolution on mortgage and trust(copy attached)
Seconded by Councilman Sanchez. Motion carried.
Councilman Valdez moved to pass resolution providing for the length of time
of bonds, not to exceed 30 years. (copy attached)
Seconded by Councilman Sanchez. Motion carried.
Nestor Gallegos requested written agreement from Rio Del Norte on lodgers
tax and annexation.
INSURANCE RECOMMENDATION
Nestor Gallegos requested permission to advertise for bids on Group Insurance
for town employees, and that bids be opened at next regular meeting.
Request was granted.
REQUEST FORM JAMES DURAN:
James Duran came before the Council to request to have a sewer line installed.
Mayor asked where the right-of-way would be.
Mr. Duran said from Raton Rd. t.p the lots.
Mr. Martinez asked what guarantee he would have from city in the event
that he should run short of water if hook ups were made, since his house
is above property involved.
Mayor Cantu, Jr. said city could give him no guarantee.
Mr. Duran said all he wanted was for city to help install sewer line.
Councilman Santistevan moved that city help install line and that line be
turned over to the City and that city have right-of-wat to go into private
property.

Motion did not pass for a lack of second.
Councilman Valdez moved to table matter for further information.
Seconded by Councilman Jeantete. Motion carried.
HOUSING AUTHORITY - ANNUAL CONTRIBUTION:
Councilman Santistevan moved to pass Amendment #1 allowing for annual
contribution for Housing Authority.
Seconded by Councilman Jeantete. Motion carried.
DAMAGE FROM SEWER BACKUP:
There was a very short discussion on matter since it was moved to pay
bills at last meeting.
PLANNING & ZONING COMMISSION REPORT:
Mrs. Pond presented final work done on annexation. She said she had
gotten petition signed from property owners on more than 1/2 acreage.
APPROVAL OF ORDINANCE # 631-ANNEXAT ION:
Councilman Jeantete moved to adopt ordinance # 631 on annexation.
Seconded by Councilman Santistevan. Motion carried.
Councilman Valdez suggested publishing the advantages and disadvantages
of annexation.
APPROVAL OF EMPLOYEES:
Councilman Jeantete moved to approve hiring of employees-Isabel Gallegos,
Ruth Medina, Robert Chavez.
Seconded by Councilman Santistevan. Motion carried.
There being no further business to discuss, meeting adjourned at 11:00 p.m.
