I.Welcome
Chairman, Chief David Trujillo opened the meeting at 10:10 AM.

V. Directors Report
A. Director Martinez-A lot of people out on sick leave. Dominic has had to cover a few
shifts.
B. Dispatch-All applications are processed and done for the fire department. All the FCC
Licensing went fine. Mark had to go in and do some programming on the call signs.The
department is good for ten years.
C. Sheriff Hogrefe Concerned-Several major calls coming in on LE, EMS, and Fire. Situation
involving a male who made threats to girlfriend and dispatchers put the call over the air
for deputies to respond.The male had a scan application on his phone so he was aware
of Sheriff Office responding to the call. Sheriff had concerns about putting such calls
over the air. Dominic-We cannot prevent on putting calls like that over the air. We have
j to dispatch.
D. Dominic's solution- Having all agencies go to MDT's to avoid putting calls through the
air. It is a pricy change and 911 will not be able to pay for all the expense but it is
something to look into. Will not have to pay for upgrades, they have the capability to
get it done, and it's just a matter of having field users having the same equipment.
E. Sheriff Hogrefe's other concern-Scramble. Dominic-we can scramble but we would not
be able to use South Repeater. It's too much of a general repeater, we would have to
get another frequency that's dedicaded just to the SO and it's a high cost to do it.All
subscriber units will have to have the same type of radio to have scrambling done.
Dominic recommends going to MDT instead of scrambling because of the cost and
already having the capability.
Chief Trujillo-Cost of MDT has cost his department$3,222.00 a piece.They ordered 18
units and the cost amount was$58,000.00.The Fire Department can also use the MDT
for completing reports. MDT is not only for Law Enforcement.
F. Tracks-State runs on this system.Track includes a purchase of a printer. It prints
citations and crash reports. If every agency can go to Tracks,that would be the way to
go. It is available through Spillman. You just swipe their license and all their information
will show up.You don't have to run the license. All the information will print on citation.
Tracks is a real big thing and a good thing to do. Everyone in the state who uses Track is
please with it.Violators will get a paper copy and the courts will receive it electronically.
G. Dispatch-department is fully staffed and director is asking that everyone please have
patients with his new employees. He has seven new employees. Becca, Karen, and
Leonard are his Senior Dispatchers. If you have something urgent going on,you can ask
to speak with the Senior Dispatchers.There is one employee that is recently attending
the academy. Four more dispatchers will be sent to the academy. Director Martinez
would like to have all employees certified by the end of the year.
H. Finance Committee-first meeting of 2018 will be held on February 8, 2018.They will be
going over the GRT,where it stands and what has been generated. One of the things
they need to be looking at is the life expectancy of equipment and furniture which is five
years.They are on their fourth year. Dominic will submit quotes to finance committee
for new equipment and furniture.
I. A question from Dominic's staff-They would like to know what will be done
compensation wise. Dominic would like to get the lower end up a little higher to get
qualified people in and people that have been employed a pay raise.
J. Next meeting-Dominic will discuss what he has planned for 2018 on repeater sites and
possibly new frequency for Pehasco Fire Department. Dominic spoke with Penasco Fire
Chief at Chief's Meeting and Dominic will try to get everything more efficient for them.
VI.Action Item
A. Recommendation for new hire. Dispatch is looking for growth within the department.
Wanting one more dispatcher at entry level to free up Specialist 3 position to cover the
weekends. They would work Friday, Saturday, Sunday, and Monday.The three senior
dispatchers will cover the weekends for one month at a time.

A. Dominic recommendation is to have By-Laws changed to allow staff from prospective
Department's to be secretary until they straighten out the By-Laws.

VII. Future discussion from present agencies
• Chief Lefthand discussed how the Taos Pueblo Game and Fish Department is revamping.
Through Resolution, they are being recognized as Law Enforcement. Chief Lefthand wanted
to know if Taos Central Dispatch would be willing to add them on to Dispatch.Taos Pueblo
Game and Fish currently has no dispatching services. Dominic informed Chief Lefthand they
could be given call numbers, they can simply add them on to Taos Pueblo Department of
Public Safety. So that they would be recognized as being from the Pueblo.The Board would
have to approve on this topic.
• Taos Fire is asked to submit an updated call number list to Taos Central Dispatch.
• Dominic spoke on how there is a shortage on dispatchers around New Mexico.
